What on Earth is going on at Global Affairs Canada?!

Minister Joly didn’t know that Canada’s Consul General to New York’s luxury apartment was located on “Billionaire’s Row” — and given the testimony from the Chief of Staff to the Assistant Deputy Minister today, it seems the entire Department is in the dark as to how this all transpired. What on Earth is going on at Global Affairs Canada?!
