Carbon Tax Carney and McKinsey??

Given the shady and ill managed consulting practices that my Conservative colleagues and I have exposed with McKinsey since the spring, I have a simple question for Ministers Anand and Duclos:

Why is McKinsey NOT banned from applying on contracts with the Government of Canada?
